With over thirty (30) years experience in design engineering and construction, Noe Portilla is an invaluable resource of information in mentoring upcoming engineers.  He has designed a comprehensive range of mechanical systems such as heating, ventilating and air conditioning, plumbing, fire protection and medical gas systems for aviation, institutional, commercial, healthcare, education, government, and military facilities.  Noe researches and directs the application of building codes to develop design criteria, scope and construction documentation; assembles the PBS project teams, supervises mechanical, plumbing and fire protection engineering, oversees the production of design documents and manages the PBS Quality Control Plan.

Noe received a Bachelors of Science from the University of Veracruz in Veracruz, Mexico, and is a licensed Mechanical Engineer in California (M029029).  He holds professional memberships in the American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE), American Society of Plumbing Engineers (ASPE) and National Fire Protection Association.
