Mr. Portilla
is responsible for plumbing systems design and testing,
water and utility waste prevention and energy management.
He has over 22 years experience in design and construction
and has designed a comprehensive range of mechanical
systems, such as: heating, ventilating and air conditioning;
plumbing, fire protection, and medical gas systems for
institutional, educational, commercial, healthcare,
government (federal and state), military, and municipal
facilities. He has also worked overseas and was involved
in the building of two unit boiling water reactor power
plants.
Mr. Portilla’s additional responsibilities include the
research and application of building, mechanical, plumbing
and fire protection codes to develop design criteria,
scope and construction documentation. Further experience
is in preliminary design, construction documentation,
calculations, equipment document review and punch list
observations. He has significant expertise in healthcare
facilities, educational, medical and office design,
as well as research and development for pharmaceutical
clients

Mr. Portilla
is also experienced in facility surveys, fire protection
system design, technical evaluations, energy audits,
and feasibility studies for various energy conservation
and alternative energy systems. He has effectively managed
numerous complex energy conservation projects.
Mr. Portilla has designed mechanical systems for hospital
areas such as ICU/CCU suites, surgery rooms, cardiac
catheterization labs, same day surgery rooms, emergency
rooms and neonatal intensive care units for many leading
medical institutions in Southern California.
Mr. Portilla’s experience lies with the design of educational
facilities, where the projects are required to be reviewed
and approved by the Division of the State Architect
(DSA). Working in close coordination with DSA, he communicates
with them throughout the development of the contract
documents, submission for their review, construction
administration, and meeting all their requirements.
